Guy F. Caruso is a senior adviser in the Energy and National Security Program at CSIS. Prior to joining CSIS, he served as administrator of the U.S. Energy Information Administration (EIA) from July 2002 to September 2008. EIA is the statistical agency within the U.S. Department of Energy (DOE) that provides independent data, forecasts, and analyses regarding energy. Before leading EIA, Caruso had acquired over 40 years of energy experience, with particular emphasis on topics relating to energy markets, policy, and security. He first joined DOE as a senior energy economist in the Office of International Affairs and soon became director of the Office of Market Analysis. He has also held a variety of other senior leadership positions at DOE.

Prior to joining DOE, Caruso worked at the Central Intelligence Agency (CIA) as an international energy economist in the Office of Economic Research. In addition, he was project director of the CSIS Geopolitics of Energy study published in January 2000. He was also director of the National Energy Strategy project for the U.S. Energy Association (USEA), which resulted in the publication of Toward a National Energy Strategy (USEA, February 2001) and the follow-up study National Energy Strategy Post 9/11 (USEA, July 2002). Caruso has also worked at the Paris-based International Energy Agency, first as head of the Oil Industry Division, where he was responsible for analyzing world oil supply/demand and developments in the oil industry, and later as director of the Office of Non-member Countries, where he directed studies of energy-related developments in emerging economies. Caruso holds a B.S. in business administration and an M.S. in economics from the University of Connecticut. He also earned an M.P.A. from Harvard University. In January 2008, he was awarded the French National Order of Merit. Recently, Caruso was elected president of the U.S. Association for Energy Economics beginning in January 2018.

Professor Samuele Furfari is a Chemical Engineer from the Free University of Brussels. He received his Ph.D. from the same university with a thesis in the field of energy. Between 1982 to 2018, he was a senior official at the Energy Directorate-General of the European Commission where he has devoted an entire career to energy technology and policy.

Since 2003 he is a professor of energy geopolitics and energy politics at the Free University of Brussels. He also lectures at various university.

He is the author of 10 books on energy and sustainable development and many articles.
Since 2019 he is President of the European society of engineers and industrialists.
He is Knight of the Order of Merit of the Republic of Poland.

Energy Delta Institute

Marcel Kramer is a Dutch national residing in Amsterdam. After obtaining a master’s degree in Private and Corporate Law, he held several positions in Government and in international organizations

(NATO, International Energy Agency). Subsequently Marcel spent his entire career in international energy companies on different continents.

Over the past 15 years, he held a range of senior executive positions in the international gas industry and he has an extensive personal executive network in this field.

He currently works internationally as an independent consultant, company director and advisory board member on strategy, policy and project management in the field of energy and infrastructure.

He is also President of the Energy Delta Institute, an international energy business school, which supports the development of young executives through a wide range of industry courses and networking events.

Marcel Kramer is a frequent public speaker on energy topics and lectures in several executive education programs associated with universities in Europe and Russia. He is an active longstanding member of the Council of the International Gas Union (IGU), for which he reports to the IGU President as ‘Regional Coordinator’ for Russia, the Black Sea region and the Caspian.

Mr. Kramer’s career began in the mid-70s when he joined the Department of Oil & Coal at the Ministry of Economic Affairs of the Netherlands

From 1979 Mr. Kramer held a number of international energy-related positions. He worked on energy issues in the Secretary General's Office at NATO Headquarters in Brussels.

Subsequently he led the Oil Industry Division at the International Energy Agency in Paris, where one of his responsibilities was the IEA's Monthly Oil Market Report published through the Financial Times.

His next move (1988) was to Canada, where he spent almost 4 years in Calgary as Director of Crude Oil Supply and Trading in Petro-Canada.

In 1992 he returned to Europe to work for Statoil, which saw him take up several senior management positions in Norway, Bangkok, Singapore and Caracas.

In 2003, Mr. Kramer joined the national gas infrastructure and transport company GASUNIE in The Netherlands; he was appointed Chairman and CEO in 2005.

Marcel was CEO of the South Stream Offshore Pipeline project JV-company (Gazprom, ENI, BASF/ -Wintershall and EDF), based originally in Switzerland and later in Amsterdam from 2010 till mid-2013.

Subsequently he was Senior Counsel to the CEO of Gazprom, a position he held until October 2015.

In 2010, Mr. Kramer was awarded the title of Officer in the Order of Orange-Nassau by Her Majesty Queen Beatrix of the Netherlands in recognition of his services to the Kingdom.

Atlantic Council

David Livingston is deputy director for climate and advanced energy of the Atlantic Council’s Global Energy Center, in Washington, DC. 

He is also a fellow of the Initiative for Sustainable Energy Policy at Johns Hopkins University, the Payne Institute at the Colorado School of Mines, and teaches a course on energy markets and policy for the University of Southern California (USC) program in Washington, DC.

Previously, Livingston served as a fellow at the Carnegie Endowment for International Peace, and as the inaugural Robert S. Strauss fellow for geoeconomics at the Office of the US Trade Representative, where he concluded as acting assistant US trade representative for congressional affairs.

He also has worked at the World Trade Organization in Geneva and at the United Nations Industrial Development Organization (UNIDO) in Vienna.

Livingston was selected as a Future Energy Leader by the World Energy Council, is an alumnus of the Atlantik Brücke Young Leaders Program, and serves on the advisory board of South by Southwest (SXSW) Cities and a number of social enterprise start-ups. 

He earned a BA with highest honors from the University of Southern California in Los Angeles, and an MSc with distinction from the University of Oxford in the United Kingdom.

Ashutosh Shastri is the founder of EnerStrat Consulting - a London based international strategic management consultancy practice in the Energy Sector. He also serves as Advisor, Global Gas Centre, Geneva; Distinguished Fellow (non-resident) at the Washington DC based Energy Policy Research Foundation Inc. (EPRINC) and Member of the Advisory Board of the Research Centre for Energy Management at ESCP Business School, London.

Ashutosh has advised leading international energy companies in their corporate and business unit strategies, especially in the petroleum and petrochemicals sector related scenario development and planning, risk management, and business modelling. He has also conducted due diligence for Private Equity and VC funds, provided analyses of macroeconomic and geo-political trends in global energy and its implications for Institutional Investors/Asset Managers. He has acted as independent expert in a range of commercial renegotiations/disputes in the natural gas/LNG and electricity contracts. In addition to his strategic/commercial advisory, he is an adviser to several Track-2 international initiatives on Energy Transition, Scenarios, Clean Technologies and Climate Change Negotiations. He has often taken on operational and interim management roles in energy and technology companies. He has hands on experience in technology commercialization, new product/market development and organizational change/performance improvement. He has extensive experience in carbon markets; energy and climate finance, including a good understanding of energy/clean technology venture investing. 

He has authored several published papers on Global Unconventional/Shale Gas, LNG, Smart Grids and Wind Energy. He has chaired several prestigious UN Conferences on Energy Policy and Trade. He is a member of several committees in the World Energy Council, chiefly the Trilemma Group, Global Energy Scenarios Committee and Unconventional Gas Expert Group and the international task force on Nuclear Energy Strategy: Post Fukushima. Prior to founding EnerStrat, he was an expert consultant in the global energy practice of McKinsey and Company based in London between the years 1995-2003. Prior to McKinsey, he worked as a TQM/ISO-9000 Champion and a Project Engineer in India. 

Ashutosh is an electrical engineering graduate of The Victoria Jubilee Technological Institute, University of Mumbai. Additionally, he is also a member of the Energy Institute, Chatham House, The Institute of Directors and a Liveryman (Member of the Court) of the Worshipful Company of Fuellers.
